Senator Chamberlain submitted a general amendment exempting from the Hague arbitration the admission o£ aliens in the United States; all questions involving the Monroe Doctrine; Japanese on the Pacific Coast; and the provision of the Panama Act exempting American vessels from tolls. Senator O'Gorman assailed Mr Carnegie 's international peace endowment, declaring that it intended to corruptly create an international alliance between the United States and Britain for the profit of certain individuals. . Senator Root rebuked Senator O'Gorman strongly, arid, after heated passages, Senator Root declared that- he regarded Senator o'Gorman's statements as a personal affront. The debate was adjourned owing to the funeral of Senator. Bacon. [Senator Bacon was a well-known figure in political life in the United States, and has several times been in the running for nomination in the Democratic interests for the Governorship of New York. Senator Elihu Root is the ex-Secretary for State.] '
