WILL SIT FOR MONTHS IN LONDON GANDHI AN ABSENTEE LONDON, Thursday. The “Daily Herald” says it is generally estimated that the India Conference will last three months. The number of British representatives is likely to be small. After a public opening the conference presumably will be diverted into committees, which necessarily will almost entirely consist of Indians. This means that the Indians themselves will work out plans for later discussion with the British representatives. The conference itself, however, will decide upon the agenda and methods of procedure. It is largely Gandhi’s own fault, says the paper, that he was not invited to the conference. His terms to the Viceroy for the calling off of the civil disobedience campaign were in the nature of an attempt to prejudice questions within the province of the conference.
