TONNAGE PUZZLE FOR U.S.A, UNDER LONDON PACT COASTAL DEFENCE.NEEDS WASHINGTON, Sunday. . Naval officials indicate that the United States may abandon her fleet of large submarines in favour of smaller submersible craft suitable for coastal defence. The General Board of the Navy la understood to be having difficulty in determining how to utilise to the best advantage the tonnage allotted to the United States in submarines by the London Treaty. The general opinion seems to be opposed to larger submarines.
