MOTUIHI DOMAIN AND WORKERS’ HOUSES CROSS VOTING SYSTEM THE SUN’S Parliamentary Reporter PARLIAMENT BLDGS., Wed. Embodying legislation for the control of a portion of Motuihi Island as a domain by the Auckland City Council. for the right of the council to repair and improve the workers’ dwellings at Grey Lynn and for the cross system of voting at Auckland local body elections, the Auckland City and Motuihi Empowering Bill was given notice of in the House today by Mr. J. J. Savage (Labour —Auckland West). Already a portion of Motuihi has been set aside as a public domain with the council as the Domain Board. The Bill seeks additional powers for the council, including the right to enforce reasonable landing charges and other charges for admission to any buildings on the domain, the power to make provision for recreation for the public and the right to control and maintain the wharf. In addition it is sought to vest the control of the Domain foreshore in the council. The council and the Crown may enter into agreements relating to water supply on the island, tho use and upkeep of the wharf, and other questions. Regarding workers’ dwellings, the Bill seeks to authorise the council to spend money in the repair and improvement of the workers’ dwellings erected by it, notwithstanding that the dwellings may have been sold. To that end the council may use any funds in hand representing tho unexpended balance of any loan raised by it for the erection of the dwellings. The voting provisions seek power for the council to determine that at elections for Mayor and councillors, and at polls taken by the council, the method of voting shall be by marking a'cross in a square and not bv striking out the names of candidates. While any such resolution of the council is in force any local authority, any of whose members are wholly or partly elected by the electors or ratepayers of the City, will be allowed to follow the same procedure of marking the voting paper.
