THE NEW COMMANDER When a distinguished stranger arrived at Montpelier, W.N.W., of Marseilles, saying that he was the new general commanding the garrison, the guard turned out in his honour and a special parade of troops was ordered for inspection. He rode away pn a bicycle, carrying a flag bearing the name of Clemenceau. The authorities are wondering whether he is a spy, a hoaxer, or a lunatic.
