FEAR OF CONFUSION
SHIPS’ ZONES MAY WORK AGAINST DOMINION
LOAD-LINE DISPUTE Reed. 9.5 a.m. LONDON, Thursday. The Australian and New Zealand delegates to the Load-line Conference are perturbed because the Foreign Delegates’ Zone Committee is desirous of placing sections of the Australian and New Zealand coasts within the summer and winter zones, thus I causing confusion throughout the shipping to these two countries, and also resulting in great losses in those parts within the winter zone. Australia is safeguarded even if the conference constitution provides for the enforcement of a separate Shipping Act, hut New Zealand is obliged to concur, if Britain agrees, because she is unable to pass a separate Shipping Act without the Imperial Parliament’s consent. Thus far it is understood the British delegates favour the foreigners' proposals. Therefore the Australian and New Zealand delegates are holding up the Zone Committee, in the hope of obtaining a reconsideration i of the zoning proposals before submission to the General Committee for I final ratification.
