major defeat in the Congress, when the Senate, by a vote oi 41 to 39, rejectee the nomination oi John Parker, the North Carolina jur ist for a Justice oi the United States Supreme Court. It was the first rejection of such a Mr. Hoover nominee in 36 years, and was due chiefly to the bitter opposition of organised labour and the negro organisations.

Despite the strenuous efforts by President Hoover’s lieutenants, the Senate declined to accept his designation.
