NO NEUTRALS IN WAR?
BRITAIN AND KELLOGG PACT AMERICAN PRESS ERRS United P,A.—By Telegraph—Copyright Reed. 9.5 a.m. WASHINGTON, Mon. The Secretary of State, Mr. H. L. Stimson, repudiated newspaper reports that Britain formally interpreted the Kellogg Pact as meaning that there could be no neutrals in future wars. Mr. Stimson challenged Press interpretations of the British White Paper, explaining that he had received a copy himself, a study of which had convinced him that the reports were not substantiated.
He said the British assertion relative to neutrality was limited to members of the League, and was not based upon the Kellogg Pact.
