Reed. 11 a.m. RUGBY, Thursday. The King has conferred a Barony of the United Kingdom upon Sir William Warrender Mackenzie, K.C., and upon Sir George Croydon Marks. Sir William Mackenzie, is an eminent authority on local government and the licensing laws. Sir George Marks, formerly member of Parliament for North Cornwall, is a well-known consulting engineer and patent expert.
