authority to construct two neYv battleships as the first replac Vients under the Washington Treaty. Admiral C. F. Hughes, chief of naval operations, announced to-day that the battleships Florida, Wyoming and Utah, under the terms of the treaty, may be replaced by two capital ships in 1934. They, must, however, be laid down in 1931. Details of the proposed new construction programme were withheld.
