EFFECT ON CHARACTER TRUE TEST OF EFFICIENCY (Australian and N.Z. Press Association) (United Service) VANCOUVER, Wednesday. Speaking before the Vancouver Council of Women, Mr. Frank Milner, a New Zealand delegate to the conference of the National Council of Education, said: “The true test of the efficiency of the educational systems employed in all schools lies in the type of manhood and womanhood they produce.
