JUDGE’S BIG CHARGE

VISITOR TO AUCKLAND The only judge in a court district with a population of all but 4,000,000 natives—Judge T. Luby, of India, who arrived at Auckland by the Aorangi this morning, has known immense responsibility. And yet the judge thinks nothing of it. not even when he admits that the population among which he dealt justice was over twice as big as the population of New Zealand. Now. Judge Luby has a comparatively small district at Patna, in the district of Bihar, 300 miles from Calcutta. There are only 1,500,000 natives in Bihar.

Judge Luby’s knowledge of Indian conditions lias been spread over a period of 21 years in the country and he does not find any great trouble in dealing with native problems. On the whole, he says, the population over which judicial control depends on him, is orderly as far as India is concerned. “RIOT OCCASIONALLY” “The natives —mostly Hindus—fight a bit now and again, and there is a real riot occasionally,” was how he regarded his charge. In Judge Luby’s opinion, the hidian political position. unavoidably complex, has become easier. Thje same quitening-down influence was apparent throughout the East, but there were always minor disturbances. Governments did not regard these seriously. Procedure in the Indian law courts. Judge Luby says, is based on the English procedure. The educated native has followed law successfully and most of the law work is left to Indian clerks. In Judge Luby’s huge district, there are not more than one or two English solicitors. Practising Hindus are numerous and most of them are extremely capable. Australia, Judge Luby. after a tour of six weeks, considers to be “wonderful and hospitable.” After his visit to New Zealand for the first time. Judge Luby will go on to Canada, the United States and England, and expects to be back in India by October.
