AID FOR THEIR VICTIMS FINANCE FROM LEAGUE British Official "Wireless Reed. 11.30 a.m. RUGBY, Sunday. The League of Nations Council adopted the report of the Financial Committee, the main item in which was a detailed scheme for providing financial assistance to States which are the victims of aggression. The draft of the scheme is based on the idea of guaranteeing to States the possibility of securing effective financial help in case of war or a threat of war. The effect of this would be to cause any would-be aggressor to hesitate in the knowledge that its intended victim might receive the financial assistance of League members. The scheme was warmly supported by Sir Austen Chamberlain (Britain) and M. Briand (France), the former recalling that the British Government had been the first to accept the principle of financial assistance when the Finnish Government first put forward such a proposal. The plan is being submitted to the Governments, and will come up before the next Assembly meeting. UNITED STATES AND WORLD COURT The Council unanimously approved a resolution moved by Sir Austen Chamberlain requesting the committee of jurists at its meeting on Monday to revise the statutes of the World Court and consider the situation as regards America’s adherence. Sir Austen said he was rejoiced at Mr. Root taking part iu the discussion, because no one was more competent to discuss the matter. M. Brianc l and Dr. Stresemann said they approved. They thought an exchange of views would make possible a completion of the work of international arbitration. The Council approved the establishment of a League wireless station at Geneva to embody provision for a Swiss Government observer to be attached to the station in times of emergency in order to guarantee that Swiss neutrality would not be affected. The next meeting of the Council will be held at Madrid in June.
