SEINE JURY’S VERDICT AMAZES THE PEOPLE
DRUNKEN GROCER WHO KILLED GIRL FOUND NOT GUILTY (United P.A.—By Telegraph — Copyright) Time 4 Cable. Reed. 12.40 p.m. LONDON, Tuesday-. The Paris correspondent of “The Times” says another strange verdict of the Seine jury has increased the public astonishment. A grocer who was accused of murdering a girl pleaded drunkenness as his sale excuse. He was guilty on the clearest evidence, yet the jury’s verdict was not guilty, and the judge perforce discharged the prisoner. The jury afterwards published this resolution: "For the second time in two days, the Seine jury finds itself faced with conscientious scruples. It desires to return a verdict of guilty, but it is unable to obtain a formal guarantee concerning the penalty, and it therefore expresses the opinion that the law should be reformed in order to give the jury power to fine the consequences of its verdict.” The resolution has occasioned a great public outcry. It is evident a crisis is arising in French criminal procedure, when juries claim the right to determine sentences.
