Bevin, the leader of the dock workers, who is a British workers’ delegate at the International Labour Conference, secured the passage of an amendment raising questions such as the conditions of gangways and lighting, upon which the employers refused to vote. Mr. Bevin was conciliatory, and suggested the formation of an Advisory Commission of dock authorities, shipowners and workers, to prepare a Project for the Convention Committee. He rejected the employers* recommendation to refer the question to the joint maritime committee, whereupon employers* representatives walked P«t of the hall.
