In dismissing a charge of vagrancy against a man alleged to be a bookmaker’s assistant, and always loitering about the street, Mr. E. C. Levvy. S.M., said: “I suppose the legislature, in passing Section -0 of the Police Offences Act, 1926, gave it some consideration, but if it were applied as it could be applied. God help the community. "I cannot support a position that gives the police the right to bring a man before the court on such a charge as this, which has the effect of assuming the man is guilty before he is proved innocent.”
