NUMEROUS COMPLAINTS WASHINGTON, Wednesday. Complaints have come from practically every part of the United States that the naval authorities have failed to utilise modern inventions to protect the lives of officers and men in submarines. As a result a motion has been introduced in the House of Representatives for an independent investigation into the sinking of the submarine S 4, irrespective of the naval inquiry, with a view to securing legislation for the introduction of safety appliances in undersea craft.—A. and N.Z.
