The Belgian Cabinet has considered the allegation by Germany that Belgian franctireurs shot German troops, in the early days of the war, and Germany’s statement that she was prepared to have the matter investigated. The Cabinet has come to the conclusion that such an investigation would only excite national feeling instead of leading to the pacification which is desired by Belgium as well as by Germany. The Foreign Minister, M. Vandervelde, who was recalled from Geneva by airplane to assist the Cabinet in reaching a decision, has returned to impress this view on the signatories to the Treaty of Locarno. — 1 A. and N.Z.'
