COMEDY OF A HAIR-CUT TAX The fact that the majority of the town councillors of Eisenbach, in the German State of Thuringia, are baldheaded has had an unexpected effect on the finances of the town. Anxious to replenish the municipal coffers, they decided to recommend a tax on “Bubikopfe.” or “boys’ haircuts for girls’’ (of all ages). They proposed to issue a neat little card in a celluloid case, like the tramway season tickets, with 12 spaces for stamps to certify that the holder had paid her ‘‘bob” for her bob (graduated rates for more elaborate styles). But the women-folk of the town retorted with a most effective weapon—ridicule. They held a public meeting at which they just mentioned the proposed tax on bobbed heads, and then talked for three hours about bald ones—especially the'bald heads of the city fathers. Bald-headed men, they said, who spend nothing on hair-cutting, hair brushes or combs, hairpins or hair ornaments, ought to pay the tax out of the money they do not spend with the hairdresser. The result is that the motion for the taxation of “Bubikopfe” will not appear on the agenda for the next council meeting. Doubtless the public gallery will be crowded in anticipation of a lively debate, but spectators who,crane their necks to see the bald craniums of their local legislators will be disappointed.
