League Union Discusses Plan.

The need for reforms to and amendments of the Covenant of the League of Nations was dicussed at length by the a" ual conference of the New Zealand League of Nations Union which opened to-day. A remit suggesting that an equity tribunal should be set up within the League and that an international police force should be formed to enforce the decisions of the tribunal met with a mixed reception. A number of delegates supported both suggestions but several others held the view that the union should concentrate on educating public opinion to gain support for the League rather than try to lay down rules for its reform. A committee was appointed to reframe the remit.

In welcoming delegates the president, Professor F. L. W. Wood, said that they were meeting in difficult times, but discussions together might help to clarify the position.

The annual report stated that'the Dominion Council had noted with encouragement the i interest in international affairs and their sympathy with the work of the League. It was for the union to give support to such a policy by organising public opinion in the League's favour and showing the New Zealand Government, as well as Governments overseas, that a policy of favouring League principles wor.ld have

the whole-hearted support of the New Zealand public. A resolution was carried expressing appreciation of the Budget statement regarding the New Zealand Government's support for the League Covenant for the maintenance of peace, and a letter in these terms is to be sent to the Prime Minister and to the Minister of Finance.
