I Press Association—Copyright. | London, Aug. 29. \ The Belgian, Danish, Turkish and Italian Governments h.ave enforced the embargo against the export of arms to Spain. It is now certain that the committee to work out the details of the non-intervention plan,will meet at London. There is widespread support in the British Press, for the effort with which the British Government has associated itself for securing alleviation from both sides of, the suffering inflicted by the civil v?ar. A telegram published yesterday from the Foreign Secretary to Sir Henry Chilton, British Ambassador in Spain, declared the urgent desire of the Government to play a full part in any organised international effort which might result from the suggested approach to tire Spanish Government and ; the leaders of the rebel forces by the diplomatic corps. j "If this approach succeeds," the Daily j Telegraph wrote this morning, "it will do i more good to Spain than any championship of either of the causes at death grips. Of all the horrors of civil war the worst is its mercilessness. Reprisal can only braed further reprisals even more hideous unless the voice of humanity bids both parties stay their hands." i A conference of the Parliamentary Labour Party, the General Council of the Trades Union Congress and the National Executive of the Labour Party gave its approval of the principle' of non-intervention in Spain. It did so after expressing regret that the embargo on the supply of arms to Spain had the effect of seeming to place the recognised Government of Spain and the rebel forces on the same footing because of the agreements among the European Powers not to intervene to lessen the international tension and the dangers of war inherent in the situation arising from the Spanish crisis. A statement issued after the conference emphasises the importance of the non-intervention agreements being applied immediately, loyally being observed by all parties, and the desirability of their execution being effectively coordinated and supervised. Italy has applied the arms embargo including all contracts in course of exe- • cution.

M. Rosenberg, the new Russian Ambassador, presented his credentials to President Azana to-day. The ceremony at the palace was simple, but on the drive to it M. Rosenberg was accompanied by a procession of cars and the President's resplendent cavalry escort. Bands played anthems. The Press is delighted with the appointment of "so zealous a revolutionary." The League of Nations to-day published a -otc from Argentina proposing that the United States, Brazil and other nonmembers should be ;-nabled to join the League or co-operate with it, and that the League Covenant should be coordinated with th.
