Sir, — Apparently the Stratford Borough Council hold the. opinion) that they can apply for a license to erect boiling down works on n particular site and when the license is granted then proceed to build the works on any site they like. The action of the Borough Council 1 in excavating a new .site on the banks, of the Kahouri Stream without refer, ence to the County Council is most autocratic.

As the proposed new site for the work is unsuitable for a number of reasons the County Council would be failing in its duty if a license is granted for the works on that site. That the works will be a burden on the ratepayers is< a foregone conclusion and further the Borough Council may be faced with damages for depreciation of adjacent lands from an obnoxious undertaking. The pollution of the Kahouri Stream} is another strong objection t 0 the proposed site, and as the site is right on the main highway it is unthinkable that a license will be granted. Tfce stream of motorists passing the ing down works would have to drive with one hand and hold their noses with the other.

The original estimate to erect the works was £6OO and has now risen to £9OO and this leads me to inquiro if £I9OO will not be nearer the ultL mate cost. ;

Notwithstanding' that objections have been made by ratepayers againsti the erection of the'works on the new site the Borough Council seem determined t 0 defy all opposition to the erection of the works! Let me sound a word of warning to those defying public opinion. There is not any justification for the erection of the work* on any site and least of all to the new site chosen and if the matter ia pushed far enough an unpleasant surprise may be in store for- those responsible.—'l am sir.
