In April Sir William conferred with Mr. Coates and MrIt. Masters, Minister of Industries and Commei'e'e. It was subsequently stated that the agreement would have the effect of removing many misunderstandings and improving trade between the two countries, Both Governments have approved the agreement, but it cannot be brought into effect until it is ratified by both Parliaments. It is necessary that the announcement of tha details of the agreement should be made simultaneously in the two countries, ah'd' six months' delay in the ratification has been caused by the fact that both Parliaments have not in the interim been in session at the same time.
