Japan Makes Preparations
Press Association. —Copyright, Tokio, Sept. 11. A lengthy interview between General S. Araki, Minister of'War, and Mr. K. Takahashi, Minister of Finance, is evoking great interest among the vernacular Press. Beyond the obvious purpose to secure inclusion in the Budget of enormous military requirements the plans are said to include the abolition of political party Government and the uniting of the country under the slogan of national defence and increasing the dominating influence of the army.
