It is reported from Kobe that the Russians have offered to sell the Chinese Eastern Railway, and further discussions are expected. Interviewed at Dairen Marshal Muto, the Japanese Commander-in-Chief in Manchuria, scouted the idea of war with Russia. He said Japan’s hands were full with agricultural and industrial transport improvements. “But if Russia takes the wrong direction or if anyone interferes with the creation of this important base for peace in Asia we are prepared to defend our rights,” he said.
