The Senate, by 20 votes "to 7, disallowed regulations under the Transport Workers' Act giving preference of employment to Australian Watersiders' Federation members. Immediately after the Senate adjourned the Executive Council met and approved new regulations similar to those just quashed and later a Gazette announced fresh regulations would operate forthwith.
