The approaching end of the session was marked by a huge open-air rally of adherents of the opposition, numbering 30,000, with the object of passing a resolution of no confidence in the Government and demanding the resignation of the Premier. To prevent hostile demonstrations at the Diet, an emergency force of i),000 police were grouped at strategic points.

Hundreds were arrested and many taken to hospital, including police, who were in the centre of the conflict at Shiba Park, where thousands of agitators fought a pitched battle with the police, groups of whom they roughly handled. Strong guards were placed at the Diet and other important points throughout the night.
