COMMONWEALTH BANK MR THEODORE'S PROPOSAL SYDNEY, March 7. More details of Mr Theodore's proposal to enlarge the scope of the Commonwealth Bank discloses that the object is to divid" the bank, one to be a central reserve bank and the other a trading bank, whicl would come directly into competition with trading banks. The idea is likely to encounter severe opposition. ' Even the members of Mr Theodore's party an. not wholly in sympathy and believe that a better subsitute would be an increased note issue.
