big upheaval feared. OWNERS AND WORKERS HOLD CONFERENCES. SYDNEY, Feb. 5. The Federal Council of the coalminers assembled in Sydney to-day. It is regarded as a momentous gathering, in view of the crisis in this industry. The New Zealand delegate of the United Mine Workers, Mr B. Lock was present. Proceedings are likely to last a week and consideration will mainly he given to the Federation’s policy in the event, of a strike occurring. request for inquiry.' It lias been decided to issue literature regarding the owners’ methods and statistics upon the cost of production of coal and a further request is to be made for a Commonwealth inquiry into the ramifications of the industry. Coal owners from all parts of New South Wales met again in Sydney to-day, but adjourned till next Monday. No statement was. issued.

It is believed that this will give them a free hand to take) whatever steps they desire to rehabilitate the Indus- t try. A serious upheaval is regarded asi inevitable.
