We signed the Kellogg Pact, and are ready to sign any other pacts, but at the same time, w e do not want to commit a crime against any nation. We must face reality, which is that the whole world is arming. Wo do not want to disturb the European equilibrium, but we must 1 b e ready. Nobody therefore ought to be astonished if I call on the nation for another sacrifice, enabling the perfection of all our forces cn sea and land and in jthe air.
