BOROUGH COUNCIL

MONTHLY MEETING. , 0 The monthly meeting of the Stratford Borough Council was held last night, where there were present; The Mayor (Mr J. W. McMillan) and Crs. H. C. North, C. Moore, J. McKee, T. Lawson, A, Nelson, R. F. Harkness, W. H. Kelly, N. B. Fletcher and S. R. Ward. - The following reports, wer e adopted: — ~ 1 WORKS COMMITTEE. Billiard Room License.—-That Mr S. Huston’s application for a billiard room license he granted subject to Council’s approval of manager Of room. Winter Show—Miranda Street *That request °£ the Winter Show Committee to have Miranda Street footpath between Seyton and Regan Streets (east side) lowered, be granted, provided the Winter Show Committee has a seven years’ lease of Messrs Kleeman and Bishop’s premises. - The estimated cost of the work is £1)30, and there will he a return of approximately £6O from sale of spoil. < That a permit for proposed new building be granted subject to compliance with bylaws, and that the Committee be asked to obtain an, indemnity, signed by frontagers affected, against damages tq Council by reason of path being lowered. Main Highways Through Boroughs.—A letter has been received from the Levin Borough Council Suggesting tlhat combined action should be taken to protest against latest regulations. The Town Clerk has replied to letter, the terms of ’which we recommend be confirmed. Motor Regulations, Traffic Signs. —The Foreman has been directed to prepare plans and specifications Kor these signs, and to call tenders /for the work.

Sanitary By-laws.—That request of Health Depiartment that Council should adopt the Department’s sanitary by-laws be acceded to. D. Knight—Application for Water Supply and Drainage, Swansea Road. —Mr D. Knight advises that he is building two houses on Pt. sec 91, Swansea Road and has asked for a 'wafer supply and drainage extension. We recommend that water be laid on. The Foreman has been asked ‘to submit an estimate of cost of the sev-'. r.

Kopuatama Cemetery.—That County Council be asked to widen the road approaching the Kopuatama Cemetery.

Annual Leave—That Mr Jenkins be granted two weeks’ leave of absence as from nith June, subject to Council’s approval of substitute. r In connection with the Winter Show it was decided that to make provision that the proposed buildings should be demolished at the expiration of the Poultry Club’s lease. The Foreman estimated the cost o£ the drainage extension asked for by Mr Knight at £56, and it was decided to do the work provided Mr Knight bore half the cost.

ELECTRICAL ENGINEER. Bulk Supply.—A very satisfactory service wsa given by the bulk supply during April. On the Ist May during the heavy north-east gale then blowing the Kelman on the Taranaki Board’s line tripped out. This automatic switch is for protecting the Board’s lines against any short cuit on the Borough lines. A de-' lay of 13 minutes took place. The Pembroke Road East circuit was off for an hour, while search was made for the cause, which, however, was not located. Peak loajl for month 350 K.V.A. Units purchased 94,328. New connections 1, range connected 1, hotwater 1, heating points 4, New Transformer. As previously reported this transformer was erected. on April 15th and is working in with the Juliet Street' 100 K.W. on the ring main supply. Earth testing and routine work has been attended to.

BOROUGH FOREMAN. Street Maintenance—Practically all the metal roads in the Borough have been attended to hy way of patching. Water tables and footpaths have been cleaned up in the following streets: —Hamlet Street South, Portia Street South, Miranda 'Street South, Brecon Road South, Page Street, Part of Opunake Road, Romeo Street West, Warwick Road East and West and Broadway South. Two private crossings have been put in. One wooden culvert has been taken up in Cordelia Street South and replaced with 12-inch pipes. One wooden culvert in Hamlet Street has been taken up and replaced by 9-inch pipes. Water Works. Two new ' house services have been laid, all fire plugs cleaned and repaired where required, and mains flushed out where possible. Drainage.—Two new house connections have been laid. The septic tank and sprinklers have been cleaned and attended to regularly. The main sewers in Fenton Street and along the Railway property gave a deal of trouble through blockage. It is now working satisfactorily. ELECTRICAL COMMITTEE. Street Lights.—We recommend that street lights be turned on half an Hour after sunset. Price of current for Radiators in Bust ess Premises.—The Engineer has suggested tha| consumers who Instal an approved time switch, to cut off supply at the peak period, as decided by the department, may use radiators for long hours at £3 10s per k.w. of demand for five ,months, l May to September, supply to be metered and charged at usual rates until maximum is reached, when no further charge will he made forjthat period. Other months of the year to he unrestricted and charged at usual rates. We recommend that

the Engineer he authorised to carry out suggestion.

OTHER REPORTS,

The manager of the Abattoir reported that the following stock had been slaughtered during the month: Cows 112, heifers 62, oxen 7, calves 2, sheep 361, lambs 36, pigs 79. A total of G 9 tripes were prepared. The Librarian (Mr A. S. Martin) reported that during the month 2180 books were issued. Thirty-five new books had been added, and there were 17 new subscribers, the total number of subscribers being 251. In his report for the year ended March 31st last, Mr Martin stated that during the year 23,116 books bad been issued to subscribers.] The number of new books added was 494, and of this number 25 were books of history, travel, economies and biography. The sale of old books and magazines realised £6 8s lid, of which sum £1 6s 6d had been spent on extra fixtures for the book-shelves. Subscriptions paid totalled £253 17s 3d and the number of subscribers at March 31st was 239. From the theatre fund 67 new books were added. The Inspector (Mr A. E. Sayers) reported that ten persons had been notified to cut back hedges or remove hedge clippings. Twelve persons with premises in Broadway were notified to repair leaky verandahs. (He asked that the Council might pass a resolution to apply the drainage and plumbing regulations under the Health Act, 1920, to the Borough of Stratford. To date 489 motor drivers’ licences had been issued. Senior Inspector Gardiner, of the Health Department, Wellington, arrived early in the month and intended doing inspection work in the town and ,* district for about three weeks. The Council’s attention was drawn to certain portions of the motor vehicle regulations dealing with speed and traffic signs. The cemetery caretaker (Mr F. Schwamm) reported on routine work done during the month. He asked to be supplied with barbed wire and fencing posts to enable him to remove an existing fence and prepare ground for surveying.
