JAPAN BUILDING. '■ POWERFUL SUBMARINE. LONDON, 'Nov. 17. The Daily News states that Japan's submarine, the Kob2, which was launched on November S, is second only in the matter of size to Britain's largest typo, and is the swiftest in the world, having a speed of 25 knots an hour, and a cruising radius of 12,000 miles, equal to a return voyage across the Pacific. The vessel is armed with two 4.7 in. guns, and carries a small seaplane. Japan has 25 more large submarines building, or ordered, making 75 effective submarine? when the present programme is completed. She already possesses more of a large and fast type than does Britain or America.
