Viscount Cecil has been presented with and medal given under the Woodrow Wilson Foundation for meritorious service in the cause of international co-operation and peace. Imaccepting the award, Viscount Cecil asserted that the advance during the past flvo years in the direction of international co-operation was little, short of marvellous. Praising the Unjted State consistently for standin o- for peace, he said he would not utter a word of criticism regarding the attitude Of the United States towards the League. of Nations. He stressed, however, the occomplish"metbts of the League since its inception under the leadership of Mr Wilson, whom he characterised as a (great American and a great, citizen of the world, adding: "No title to fame i s higher than that. Disarmament is the goal to which all intelligent ifovers of peace must desire to tend, hut the difficulties in the way 'are prodigious."
