MANDATES COMMISSION. (Router). London, September 2. The Commission will bo glad to know what steps were taken to acquaint, tho persons concerned with the provisions of the contract, labour particularly; whether tho text of tho ordinance had been communicated to them in their respective languages; also whether tho authorities utilise the services of the Hongkong Government, or other: agency i n China, to recruit Chineso workers, and whother the Chinesospea,kn S official afc Nauru who is responsible to the Administration considers the natives are heavily taxed. ■ Tho Commission hopes tho next report will state the amount received in capitation tax. The report of the Permanent Mandates Commission on Western Samoa regret that the mandatory's report for the year ending 31st March, 1923, was received too lato for consideration. It hopes the mandatory will address future reports direct to the Councilof the League, and requests full information; concerning the relations between the Administration and the Native authorities, and notes with satisfaction that Labour i s protected similarly to New Zealand and the progress of education It desires to know whereto tho revenue is paid in respect to the leases of native holdings.
