MIACKENSEN HEADS THE PLOT.
MANY ARRESTS IN BERLIN.

The Daily Express’s Amsterdam correspondent states’ that a widespread plot, headed by General Mackensen, -to restore the Kaiser, has been discovered in Germany. Many arrests were made among the Berlin pan-Germans, and Bureaucrats, officers of the corps being implicated.

(Received 11.55 a.m.) ' - -London;' December '2. The plot to instore German Imperialisip.J.uis collapsed owing to Secret Service men overhearing a conversation over. the telephone. Many arrests , were made Jh Berlin and other cities, and , the Government has a long list pf suspects ,who planned a scige of the Jnemhers of the present Government. No direct evidence of the exKaiser’s connection with the plot was found; hut it is believed the, outline of tho plot was brought to Berlin by iw.o <it, his. suite,, who visited Berlin ostensibly to take the mattei up. Lieutenant von Bolden controlled the financial arrangements. General Mackcnscn is reported to Mve attempted to induce General ITindenburg to join, but the latter .refused, saying that he intended to retire after the demobilisation. Tinwhole Prussian Court is allegedly in sympathy with the plotters.

Herr Ebert admits that the Independent Socialists are conspiring to overthrow , the Government. Jhe German press says that, utter administrative confitsijOn reigns, and accuses the Government of squandering eight hundred million marks in three weeks. The, press aloes not refer to the Crown Prince or the Ka.iser, but blames Holhvog. and von Jagow for the war policy, .•The soldiers bitterly denounce the Kaiser’s flight.
