TARANAKI WAR RELIEF ASSOCIATION.

WAR SCHOLARSHIPS OR BURSARIES. In August representations were made by the New Plymouth High Schools Board, requesting the Executive of the Taranaki Provincial War Relief Association to give consideration to the advisability of es tablishing a War Scholarship or Scholarships. The matter was fully discussed at the first meeting 0 f the Executive, and met with general approval. A Special Committee was set up to get into the matter and report. This report was duly brought down ax tlie October meeting, and at this stage it was discovered that there was a possibility of the Objects Clause of the Association's Rules not being extensive enough to cover this class of assistance. Legal opinion was obtained on the. matter, and the Department of Internal Affairs, War Funds Office, was also communicated with. The Special Committee were requested to continue for the purpose of bringing down general recommendations to govern the Scholarships or Bursaries, which may be granted, in so far as the Association is concerned, the necessary steps have been taken for the purpose, of amending the Rules of the Association. This matter will be dealt with at the November meeting of the Association (at which meeting tlie recommendations of, the Special Committee will also be considered by the Executive Committee), subject to tlie amendment being approved by the Minister for the time being administrating the War' Funds Act, the whole matter should be under way at an early date. In the interim the Executive Committee would welcome any suggestions which may be of assistance in drafting conditions for the governing of tlie Scholarships or Bursaries which may be granted. The recommendations of the Special Committee in connection with Scholarships or Bxirsaries toi Taranaki are as. follows: RECOMMENDATIONS OF SPECIAL COMMITTEE IN CONNECTION WITH SCHOLARSHIP OR BURSARY FOR TARANAKI. I.—That one or mpre Scholarship.-* or Bursaries be endowed. • - , • 2. That the Scholarships or Bursaries be allocated taking into consideration the financial position ot parents or guardians as affected by the war, and'war sacrifices 'of the family or guardians generally. 3. That boys only be eligible. 4. That the holder of any Government Scholarship or Bursary will not be eligible. 5. That domestic as interpreted by the Taranaki Provincial War Relief Association will govern the allocator! of Scholarship or Bursary. :: C In the event of the Scholarship or Bursary being held at the New Plymouth Higli School, the amount of endowment to be £24 per annum to cover boarding fees, and £6 for out of pocket school expenses: if held jat any other school the amount of £3O to bo paid parents or guardians. •7. The term of Scholarship or Bursary will be for one year, the term :to be increased if deemed advisable by the Association. ' 8. The allocation of the Scholarship or Bursary to be left entirely to the T.P.W.R. Association. 9. No Scholarship or Bursary will 'be granted unless the T.P.W.R. Association consider the circumstances warrent same. 10. That governing bodies of all boys secondary schools in Taranaki and Taranaki Education Board be circularised notifying conditions in foregoing clauses. 11. The Association to receive • copy of the pupils term report at Lhe end of each term, and to reserve the right to cancel the Scholarship or Bur,sary at any time on receipt of an adverse report from the Principil of the school which tho Seholaivhio is held.
