The Kaiser, speaking to a number of members of the Reichstag, said the people must think he had decided to retain the throne, but if the interests of Germany demanded it, he would abdicate without hesitation. Bui the moment was not yet come. It is generally believed that when the abdication comes it will favour the Crown Prince’s eldest son under a Regency Council headed by the Chancellor.

The latest news from Austro-Hun-gary shows that the supporters of Karl are making desperate eff° r^s to preserve a remnant of authority, hut the subject nationalities are winning everywhere. Karolyi agrees to the Czech National Committee’s demand that Hungary shall cede four counties of Hurocz, Arva, Neutra, and Tresonin to the uew Czecho-Slovak State. Austria has informed the Polish Government that all Austro-Hungarian troops have been ordered to evacuate Poland and hand the civil and military administration to Polish officials, but they ask the Poles to grant Aus-tra-Hungary a certain quantity of coal and food to help mitigate the economic stress. The Neuo Freie Presse s a ys that an Austrian moratorium will shortly he decreed. The public are panicking and heseging the banks. The Bundesrath approved the constitutional changes voted by the Reichstag on. Saturday. Reforms only need the Kaiser’s and Chancellor’s signature. There are daily demonstrations against the Kaiser. A crowd in Berlin applauded Haase’s demand for abdication, and the establishment of a republic. Workmen plundered the arms depots in Budapest.

The Weser Zcitung says that reports from Budapest state that Karoiyi and Andrassy will he joint Foreign Ministers temporarily, Karolyi thereafter becoming Hungarian Foreign Minister, thus completing the separation of Hungary and Austria.
