Count • CViernin; in presiding at a plenary meeting of the Russo-German * peace delegates, declared: (1) That the Central Powers did not intend to violently annex -.he regions occupied - during the 1 war, and the withdrawal of troops from those regions could he arranged for in the peace treaty in the event of failure to agree to certain points .before the treaty was signed. (2) That the Central Powers had no intention of depriving of political independence any Nation which had its independence;! y'' v <-•; V-' ; (3) .That the problem of deciding to which Power any State which did not possess political independence shouldbelong would not be solved' internationally, but -must in some cases be decided"by the individual State.
