The Daily Chronicle's Tokio correspondent states that the gravest significance is attached to the consultation between the Emperor and Viscount Matqno (Foreign Minister), the elder statesmen, Prince Yamagata, General Matuishi, and Viscount Saionji. It. is believed there was a'' discussion ns to Japan’s attitude in the event of Russia'concluding a separate peace.
