An unofficial outline oi the Pope s peace proposals shows that they include the reduction of armaments, freedom of the seas, and that there shall be no retaliatory struggle after the war for the world’s commercial Supremacy. The proposals also suggest the formation of a supreme court oi arbitration for, the solution of future disputes; no annexations nor indemnities, except in particular cases, instancing Belgium and some French and Serbian regions. It proposes a solution for Alsace-Lorraine, the Trentino, and Trieste, according to the aspirations of the peoples. It proposes the restoration of the ancient kingdom of Poland, also Belgium and the occupied French departments. It is authoritatively announced that the Ciiiied States is willing to listen to a bonatide peace suggestion, only if it ensures the attainment of America’s objects in entering the war.
