Representative Kafyn, before the House Naval Committee, contended that half a-million men were needed for a regular army and half a million for the raliitiat in order to place the United States on a safe footing, and large additions to the navy were needed, and also improved fortifications.
President Wilson fully discussed Representative Gardner’s proposal for an investigation into the defences, and afterwards issued a statement that nothing was to be gained by an in. vestigation, as every fact of importance was already available to members of both Houses.
