President Wilson has coinmuhicated unofficially with United States diplomatic official-; abroad his,disapproval of bomb attacks from aircraft oit anfdrfcified cities. Tie suggested that the officials should suggest to belligerents how America views such' warfare', pointing' qui how twenty-four hours' notice is necessary before bombardment . according to the Hague Convention, to which the principal belligerents are signatories. t The President acted unofficially so as not to involve the Government.
