Much comment has been occasioned by the statement made by President Wilson to White House callers that the United States did not consider itself under any obligation or duty to enforce the neutrality of South American republics. New York, November 25. Sir Edward Paish, the well-known financial authority, on leaving fwr London, stated that the United States was certain to have great prosperity during the war, but misfortune was certain to come later. The world was now consuming seed corn, wnlch now means nothing, but the loss and suffering thereby would last a decade. After the war Great Britain would be able to reduce the expenses of armaments,, and very likely would ne able to defray the entire cost of the war in a few years. Sir Edward Paish added that he expected that the leading Stock Exchanges of the world would re-open in January, when he hoped that financial confidence would be generally restored. DECLARATION OF LONDON. Washington, November 25. Count Bernstoff has formally lodged a protest with the United States against the Allies’ violation ut the Declaration of London. London, November 25. The State Department has informed Count Bernstoff that, as the Declaration of London had not been adopted by all the Powers, and had ’not been agreed to by the belligerents upon the outbreak of war as a temporary basis of action for all parties, the United States was entitled to disregard the Declaration, and treat matters arising out of the war or belligerent seizure by the previously existing international law.
