President Wilson lias made the United States' attitude clear in regard to peace proposals. The President declared that the* American Government cannot press for peace until one of the belligerent parties formally asks therefor. The United States is willing to join in a. concerted'action by other neutrals, but she intends to refrain from taking any initiative • itself. The United States is likely to attempt to secure large numbers of Belgian refugees as settlers, and President Wilson favors the project.
