Mr Bryan has announced that the United States is making inquiries through the American Minister in Ecuador and Colombia regarding the allegations of violation of neutrality. PASSPORT REGULATIONS. Washington, November 16. In order to obviate the use,of American passports for espionage purposes in foreign countries, President Wilson has signed an order, making effective regulations. Under these an applicant must swear before a Court all the required particulars, and the witness must act similarly. Full particulars of the projected itinerary are also necessary. DIPLOMATIC CONFERENCE. Ottawa, November 16Sir 0. A. Spring-Rice, British Ambassador to the United States, is here conferring with Mr Borden, but the object of his visit is unknown.
