POPES FIRST ENCYCLICAL.

His Holiness the Pope has issued his fust Encyclical, in which he says": "The spectacle of blood and misery has induced me to hoarlren to the Inst word s o fmy predecessor, and begin my ministry by praying for princes and peoplo to end this frantricidal war. Pray 'jod my pontifical voice of peace may resound through the entire world." Regarding existing conditions of the Church and humanity, he declares it is due to a lack of sincere mutual love amongst men, and disrespect for authority. The injustice subsisting in class, relations had a tendency to make material welfare the aim in life. He will devote his entire pontificate to overcoming this menace to society. He concludes with a protest against Germany depriving Italy of its political liberty. Cabinet has granted sixteen millions sterling to provide defences to meet all eventualities.
