PARLIAMENT.

LEGISLATIVE COUNCIL. [Per Press Association.] . Wellington, October 26. The Council met at 10.60 a.m. The War Risks Regulations, Railway Improvement Authorisation, Trading with the Enemy, and Roman Catholic Bishop of Auckland Bills were received from the House and i*ead a first time.

The local Bills passed in the House on Saturday morning were read a lilrst time and referred to the Local Bills Committee. The Council went into committee on the Education Bill. The Hon. Ban moved an amendment to clause 60, which provides for certificates of. exemption from attendance. He said he objected to holding a certificate of proficiency giving exemption from attendance unless the child ivas fourteen years of age. The Council divided on the amendment, which was defeated by 16 to 4. With the exemption schedules and two clauses which were postponed the Bill passed the committee with purely machinery amendments. Consideration will be continued this evening at 8 o’clock. The Council rose at 11.45 a.m.
