Times and Sydney Sun Services. (Received 8.0 a.m.) London, October 23. There is unmeasured satisfaction in Japan over Britain's assurance that Japan will have a voice in the peace negotiations. It is felt that Japan will occupy a seat of equality for the first time in a Council of the Nations.
