REPORTS ABOUT THE KAISER.

Conflicting reports are current as to the whereabouts of the Kaiser. Russia believes he lias arrived at Cz-'iistoehow, where the club which he and his suite occupy is enclosed with a high barbwiro fence, and roofed with wire-netting, like an enormous cagp for fancy birds.
A correspondent in Belgium decliros that the Kaiser never went to the eastern battlefield, and that his readquarters are near Mezieres. He goes about a lot, but always secretly. Ha looks very bad, and suffers from continual headaches.
The Crown Prince's popularity is falling to bits, owing to his futile attempt to get to Paris.
