FINANCIAL CONDITIONS DUE TO THE AVAR. (Received 10.5 a.m. ) Washington, September 10. Representatives of seven big railroads conferred with President Wilson on the. financial conditions due to the war and the financing of matured or maturing securities. They urged the President to amend the Inter-Stato Commerce Act to permit an increase of railroad rates.
